LEAD PROGRAM OF GOVERNMENT
4K aims to expand the capabilities of women and their families by promoting their economic, political, social, and personal development. These goals will be achieved through the 4K Party-list’s LEAD Program of Government, which stands for Leadership, Empowerment, Advancement, and Development.
L
eadership – refers to the innate ability of women to lead and inspire others toward collective well-being. – refers to the innate ability of women to lead and inspire others toward collective well-being.

mpowerment – refers to building the capacity and autonomy of women so they can stand on their own feet.

dvancement – refers to the elevation of women into leadership positions, particularly in government and in any field they choose to pursue.

4K Party-list recognizes the challenges faced by women and their families—poverty, violence, lack of jobs and opportunities,discrimination,inequality, and lack of access to education and skills training.
These realities prompted 4K to introduce the LEAD Program, which aims to transform the current conditions of women: a society where women have equal opportunities in education, employment, and leadership; a society where women are empowered to uplift themselves and their families, and become instruments of positive change and national progress.
The 4K Party-list champions the rights and welfare of every woman, upholding the message: “Ang Kagalingan ng Kababaihan ay Kagalingan ng Pamilyang Pilipino.” It stands by the principle that the well-being of women is the foundation of strong families and the key to the progress long aspired for by every Filipino.

4KParty-list’s advocacy in Congress is an chored on the HEELS Legislative Agenda—Health, Education, Environment, Livelihood, and Services. This agenda addresses the challenges faced by women and ensures their rights to quality healthcare, education, a clean environment, economic stability, and access to essential social service.
HEALTH
Promoting accessible and affordable healthcare services and prioritizing the health of women and their families. Key proposed measures include the proper implementation of Universal Health Care, Affordable medicine and medical services, Health Promotion and Disease Prevention programs, Breast and Cervical Cancer Screening Program, and Women’s Health and Well-being Act.
EDUCATION
Addressing issues related to quality and accessible education for women and Filipino families. Proposed bills include the Women’s Empowerment Education Act, Digital Empowerment Act, Equal Opportunity Scholarship Program, Skills Training Accessibility Act, and Single Mothers’ Education Program.
ENVIRONMENT
Addressing the challenges of environmental sustainability amid climate change and environmental degradation,the 4K Party-list empowers women as key stakeholders in environmental protection through proposed measures such as the Green Jobs for Women Act,the Women in Sustainable Agriculture Act, and the Women-led ReforestationProgram
